2 ofbiz questions

Hi, I am new to Ofbiz. I tested it now for a few days and must say that I am impressed by this application.
Congratulations to the community.

I progressed quite a bit in understanding how Ofbiz works, but there are two things I cannot get a solution and hope that the community can help me.
1) Edit Contact information in Party Manager > State/Province
The value for State/Province is 'No States/Province exists' when selecting Spain as country. Would you please let me know where I can add this information.

2) Shipping cost estimates. How can I best setup weight based transportation cost?
Example:
Box weight 0-5 kgs --> 5 Euros
Box weight 5 - 10 kgs --> 4 Euros
Box weight 10 - 30 kgs --> 3,75 Euros
etc..

Thank you for the answers. That was very helpful.

I went through the conversation on Jira concerning the address format in Spain. Formally the province has to be printed on the address.

Although this was not really the reason that I asked for the province to be selectable. I wanted to use this to calculate the transportation cost.

I assumed (and I might be wrong there), that the fields 'Form Geo' and 'To Geo' would refer to the province field of ship-from and ship-to.

If this would not be the case, how can I link 'From Geo' and 'To Geo' to point of origin and destination of a shipment?
