ACCTG_ATX_CREATE

After updating my system to 613216 I found that I was getting errors related to not having the permission ACCTG_ATX_CREATE set.  When I looked for it in Party Manager to add it, it wasn't in the list.  When I loaded  applications/accounting/data/AccountingSecurityData.xml, it appeared in the list and I didn't get that error any more.   When I updated my system, I did a make clean and a make clean-xtra.  Can someone tell me why AccountingSecurityData.xml didn't load without doing it manually?

you have to load seed data:

ant run-install-seed
