Adding a Postal addressID to Facilities.

BJ Freeman
the allows a facility to be defined for an address.
The is working towards using CASS type of software to validate and
prepare bulk mailing.
This can also be used by the shipping software to evaluate the type of
delivery.

that won't work becuase this facility has nothing to do with contacts,
as I see it.
it is only related to the address.
the address is permanent, so is the facility.
Now contacts to the address may change and disappear.
so who uses the facility buy who is there is not a valid criteria.
it may be better to create a premise entity instead.
