And Group field in Product Promo Action/Condition Categories

Does anybody know what the And Group field is supposed to do in the  
Product Promo Action/Condition Categories forms?

I've tried tracing the code but it appears to me that the feature is  
broken and I don't know how to fix it because I don't know what it was  
supposed to do in the first place.

The general idea was to have a way to require more than one category  
(ie the product has to be in all categories in the and group). In  
other words: by default a product qualifies if it is in any category  
associated with a condition/action/rule/etc, and if we want to require  
that a product be in multiple categories in order to qualify we need a  
way of grouping those categories, and that is the "And Group".

It is really a bit of a hack-ish way to model the concept, and is not  
totally flexible, but seems to handle just fine the rare case where  
such a thing is needed.
