Best practices data Entry

Though a lot of data is imported, some gets keyed in via the UI.
I am finding in doing this with 9.04 that the data is not complete and
errors occur on the Ecommerce side.
So as a best practices should we not have SECA's that creates default
records so the code does not fail, if someone does not complete all the
entry flow?
When they do complete it, the records created can be filled in.

any other approaches to think about?
