Whereabouts would you commit it? Personally, I'd rather not see sandbox/proof-of-concept code committed to the trunk if it is of no real use to end users. IMO, I found that end-users want graphical representation of data. Sometime ago I integrated JFreeChart w/OFBiz for a client who wanted (static) graphical representations of all sorts of things. I'm not familiar with flotr, but anything that would help in allowing the creation of graphical representations of OFBiz data would be a welcome addition to the code base.
