Could not find resource bundle [OfbizDemoUiLabels] in the locale [de]

I am trying the tutorial defined Here

but am having issues with localization.
I was expecting a default locale in case the webbrowser sends DE to the
server and there is no labels defined for the german language.
I don't think I need to translate all labels in DE before I can do the
tutorials. What Am I missing?
