It turns out that the automatic startup of tomcat is due to security patches being applied.
I've manually forced the service to disabled, but it isn't something we'll be able to test until the next round of security patches.
I stopped tomcat manually, and this should solve your immediate issue, at least until next time tomcat gets patched.
I will put this information in our BuildBot doc, for next time, it's already the 4th...
