I have searched ofbiz wiki about Goods Issue Management and found no
result. A goods issue is defined as movement of goods or materials from the
warehouse. It is used to post the internal use of material, results in a
decrease of stock in the warehouse and create a record to a cost center.
Our company issues raw material such as fertilizer as an expense of plant
upkeep cost. Not like manufacturing that issue raw material for a
production run.
You may use the inventory variance with a specific variance reason. You can associate a gl account to the variance reason.

The question was if there was a GUI for creating new and editing variance reasons, not how you set the variance on the item detail. Sorry if I was unclear.
