I looked at this which was good, thanks:

But I am trying not so much to change the: Visual Themes for the back
office applications

But I want to change the : Visual Themes for the eCommerce application

How do I go about doing this?

That's harder, you can have a look at the differences between the std theme (EC_DEFAULT) and Multiflex
You can set them at https://demo-trunk.ofbiz.apache.org/catalog/control/EditProductStore?productStoreId=9000
