How to Export Excel to VCF Without Installing Microsoft Excel?

I have an Excel file containing my contact details, but the system I am using does not have Microsoft Excel installed. I only have access to basic tools like a browser, Notepad, and some free utilities. Is there any way to convert an Excel (.xlsx/.xls) contacts file into a VCF (vCard) file without installing Microsoft Excel? I am looking for a practical method, either online or offline, that allows me to export the contacts into VCF format.

If you can manually open your Excel file in a free tool like Google Sheets or LibreOffice, save it as a CSV, and then use a basic converter to convert the CSV to a VCF file.
