Improving the top message in Confluence

Jacques, all,

I don't like the big warning message that has been placed at the beginning
of all the pages in Confluence:

Due to spam, the infrastructure team has restricted the access to all ASF
Confluence open wikis (Confluence is shared by all ASF projects). If you
want to add or edit a page, comment or attachment, you need to sign up
(create an account in Confluence) and be registered by the OFBiz team as a
contributor. If you have already signed up to Confluence, to register
simply send your Confluence username (see in your profile) to the OFBiz
user Mailing List: [hidden email]
<user%40ofbiz.apache.org?subject=Edit%20access%20to%20OFBiz%20wiki>. We
will then register you as an OFBiz contributor.


Can we try to make it nicer and more compact?

I would prefer something like:

"How to Edit the content"

or similar, with a link to a separate page where the reason and steps are
explained.

Yes, I guess it's now time to move on. I mean people should not be surprised anymore.

I thought about that today. It's so lengthy because I wanted to express 2 things.

1) We did not decide to limit the access, it was an infra team decision due to spam
2) Explain how to get edit permission

But I guess most people don't care about 1, they just want to edit (or not). I still want to explain why it's so, so I will add a page I think

The first part of that message can be very short. Like:

Access to add and change pages is restricted. See here why + link


The second part needs to be more descriptive than the first part.

After searching a bit, it seems I can't no longer have access to the banner

So I will create a page and then ask the infra team to change the banner with a link to this page
