I am quite new at this. I am working to install/compile OFBiz on my ACER laptop, to test for our use as an enterprise system. While I am familiar with many enterprise software applications (in business process), I am limited in experience of installs at this level. what is the value of $JAVA_HOME, and is it correctly pointing to your

I assume you are on Windows. If yes, then there should be an
environment variable called JAVA_HOME. It should be pointing to your JDK, nor the JRE. The JDK is located somewhere under program files. JAVA_HOME should be set up correctly to point to it. started. Also make sure to use java 8, not 9.
