Are these really in SVN now? I didn't know if anybody had reviewed them, as whoever submitted the patch did not submit as a diff. Also, did they ever sign an ICLA or necessary paperwork? These patches pre-date the ASF conversion.
If they're not in the SVN yet, I'd vote for just closing the issue and forgetting about their patch for now.
