Latest commit in OFBiz Git is one month old

Hello Community!

I have recently cloned the Git repository and have noticed while the SVN
repository has moved ahead, the latest commit in Git is one month old.

During my research I came across a similar JIRA issue
https://issues.apache.org/jira/browse/INFRA-4713, possibly the fix has to
be applied once again.

Shall I create a new JIRA issue for the same?

Seems the way to go indeed, at least to try...

I'd create a new one with reference to INFRA-4711
