Hi James ,
to give an estimate while ordering i think you need to store some
information before hand which you are thinking is available at the
time of packing only. Try to check list those info and see what
really cannot be estimated.
As you already say that you have experience with UPS and Fedex
try to see what really cannot be determined during order.
If shall also help you can describe in detail one use case/story.
