This is ASF way of handling emails.
We can refer other projects as well under ASF umbrella and they are
having same pattern.
And in my opinion dev, user & commits are self explanatory keywords.

So I am totally against of it.

Dev to me means developer and I believe from the comments of one such
person on the dev list that that is the way he interpreted also.
so there is room for mis-interpretation.
