Multiple invoices for an order

Hi,

If I buy a service type product with an offline payment an invoice with an outstanding  payment is generated automatically for the corresponding order.
If I hold the order and approve it again a new invoice is generated, and this of ourse again and again. This seems a bug to me, am I right ?
