[OFBiz] Users - add PriorityTypeId to WorkEffort

I propose adding a "Priority Type" to WorkEffort.  Ideally, this would
involve replacing the numeric priority field with a fk reference to
PriorityType.priorityTypeId.

Can anyone see why this should not be done?
