[OFBiz] Users - link to ${baseUrl}

Sorry about the simple question:

In header.ftl* I would like to add a link to ${baseUrl}, where my static
pages reside.
I tried <a href=${baseUrl}> but that results in an error message
("baseUrl not known").
I notice ${baseUrl} is being used in other templates, for instance
OrderNoticeEmail.ftl. What am I missing?
