Hi,

While following ASF members discussion I stumbled upon the Couchdb bylaws https://couchdb.apache.org/bylaws.html#types

I wonder if we should not have the same to clarify as much as possible the possible situations we cross sometimes

I don't mean to C/P the Couchdb bylaws of course, but to create our own in the wiki, based on the scattered multi documents we have already

We could then link this page from the site
