Order not ready for picking, needs stock move

We can't figure out Shipping.   In order to see an order in
ReviewOrdersNotPickedOrPacked, there must be a pickSheetPrintedDate set, but

if we try to print the pickSheet we always get "Order not ready for picking,
needs stock move", and we don't know what that means.
What are we missing?

That error comes up when the inventory the order is reserved against  
is in a bulk location instead of a pick location, and therefore needs  
to be moved before picking can be done.
