Priority orders are not getting reserved first

I have 2 orders :

OD1111    (ATP/QOH  -1/0 )  -> Product A
OD1112    (ATP/QOH  -1/0)   -> Product A

I set high priority to OD1112 and then go to facility and receive 1
inventory of the Product A. OD1111 gets this inventory and not OD1112. Is
this how it works or it's a bug.
