Answer :
You need to change the encoding of your source file to UTF-8.
For that, one way is :
1/ Download notepad++ (opensource ide)
2/ Open the xml file, copy all in the paper clip
3/ Close the file
4/ Make a new document with UTF-8 encoding (Format Tab)
5/ Paste the document and save it under the same name as the first document.
Now you can import your file from webtools without any error.

I am trying to import some data from a previous instance of Ofbiz into a test system (the contents
of ProductCategory). I am using the import tool in webtools but am getting the above error. Does
anyone know what this might be? Has anyone seen this before?
