The password cannot be recovered because it is hashed and only the hash value is stored with the file. This has been the case ever since Microsoft first permitted password protecting worksheets, VBA code and files.

It may be possible to remove the protection from a worksheet or the VBA code. With password protected worksheets in older versions of Excel, a widely available macro originally posted by Bob McCormick on the old Microsoft newsgroups would cycle through possible passwords and could find one that resolved to the same hash value as the original password. Excel 2013 changed the encryption by adding a “salt” so the McCormick macro no longer worked.

There are also manual methods for removing the password protection for worksheets and VBA code. I choose not to publicize the details of these methods because people apply passwords to protect their intellectual property. But on a case by case basis, I am willing to remove passwords from files when somebody gives me a convincing story.

There are also commercial software packages for removing password protection. I have never needed to use one of these packages, and so cannot comment on whether one is better than another.
