Refacter Order Manger Checkout process, I'll contribute implementation help

Hi,
The Order Manager CheckOut process needs some refactoring so its easy to
customize for specific use. I will be happy to contribute time for
implementation, But to be able to do this effectively we need a design and
Jira issues for this task. Looking forward comments from everybody.
