Remove the references to R16 in Jira

Remove the references to R16 in Jira

Hi,

I think we should clearly/officially states that R16 is no longer supported.

How did we do that the last time, Jacopo?

If nobody is against I'll then remove the references to R16 in Jira

I think we can mark that Jira version as "archived" and that will do the
trick.

But don't we need to somehow officially announce that R16 is no longer supported, or is that done already?

I think this is happening naturally: contributions from R16 have been
decreasing over the years and at this point we can hide it from Jira, if
you think it is causing confusion to users. When we announced the latest
release of R16 we already stated:
""Apache OFBiz 16.11.07" is the latest release of OFBiz and it is probably
going to be the last one in the 16.11 series"
So I think we are good and you can proceed.

OK Jacopo,

@Committers: I have created 17.12.04 please use it now instead of 17.12.03 which should be released soon...

BTW Jacopo, I have archived 17.12.01 and 17.12.02. We should not need 17.12.03 as soon as it will be released. I late you handle that...
