Actually as (barely, there is a confusion with the contributor word
as outlined Pierre in one of his tweets) explained at

Note this sentence: <<A signed CLA is required to be on file before an individual is given commit rights to an ASF project.>> So it's only about commit rights, not really for documentation or such. It's when you are invited as a committer by the PMC, not when you ask write rights in the Wiki which is less restrictive. Before anybody could write in the wiki w/o permission, but due to spam we had to close that at the ASF level. That's explained at the top of each page of the wiki.
