Setting up Promotions(Limiting Dollar amount for Promotions)

Hi all,

By setting up the promo rule as given below,

Condition1:
If cart sub total is less than or equal to 1000$, the order percent discount should be 5%

Condition2:
If cart sub total is greater than or equal to 1000$, the order amount flat is 50

How to achieve this?
