can you provide additional details as below
- What version of Ofbiz are you trying to install?
- What database are you pointing to i.e. the default derby or another
database
- What specific error are you getting in the data failure?

Hi Mohammad,

please refer the INSTALL/README files included in the release download
package. They describe the correct way to install and load demo data for
the release you have downloaded.

Various information on the web resources may not be correct related to
the specific release because we had changes in the task naming
(loadAll/loadDefault).

Hi Mohammad,

This tutorial was deprecated. I have moved it to the Wiki Attic.

As Michael said, please refer to the INSTALL file in the OFBiz main directory.

If you face Windows 10 specific problems have a look at https://ofbiz.markmail.org/search/?q=%22windows+10%22+17
You may restrict to R17 versions: https://s.apache.org/lhz9w
