Tooltips in forms

Hi all,

while looking at the widget-forms DTD, it said that tooltips are
displayed when the mouse is going over an element. In OFBiz, it is
always displayed near an element.
So, to agree with the DTD, should the appendTooltip method transformed
and then generate html title ?
Or, should we correct the DTD ?
Or, should we create a new element which will be used as a HTML title ?
