Update of "OFBiz Committers Roles and Responsibilities" wiki page

Hi,

I have added this line in our "OFBiz Committers Roles and Responsibilities" wiki page

    As per our conventions, when the reporter or the assignee, or even another person who has reviewed, decides the issue is implemented, done or
    fixed *the issue should be CLOSED.*

Actually not yet, the Confluence server is not stable at the moment.
I get: "Can not communicate with the server. Can not save for the moment."

Hi,

It's OK now. Actually I have make it an information panel and changed the sentence a bit for:

    As per our conventions, when the reporter or the assignee, or even another person who has reviewed, decides the issue is implemented, done or
    fixed (or any other resolution type) *the issue should be CLOSED.*
