Weird error in QuickShipEntireOrder, InvoiceId constraint violation

I haven't been able to figure this one out.

Doing "Quick Ship Entire Order" on any Sales Order, I get a PK constraint
violation, because the InvoiceId sequence is one behind the value in
PartyAcctgPreference.

In order to get things going again, I forced an increment of that number by
one, but I still need to figure out what went wrong.  Any ideas?
