Why can't production run tasks be started while the previous is incomplete?

Is there a reason why a production run task cannot be started while the
previous is incomplete?  The "Quick Run All Tasks" and "Quick Start All
Tasks" buttons have the ability to start all tasks. Shouldn't the
ability to manually start only the next task also exist?
