Why some invoice Type use hard code to retreive associate invoice item type

Hi all,

On customer site, I edit the invoiceItemTypeMap element to limit the
invoiceItemType drop-down list when edit invoice item.

This works fine, but COMMISSION_INVOICE, PAYROL_INVOICE,
PURCHASE_INVOICE and SALES_INVOICE have hard code condition on file
applications/accounting/webapp/accounting/WEB-INF/actions/invoice/GetInvoiceItemTypes.groovy
that surchage rule define by invoiceItemTypeMap.

I don't understand what, it would be someone enlightened me ?
