Best practice adopted in OFBiz is to include the main-menu in
main-decorator.
If you want sub-menu then create a common-decorator, in which in add
decorator screen as main-decorator.
Now common-decorator will be included at all screens where you want to
include sub-menu.
All is done in the Practice Application, once go thru it.
