<actions> element inside <menu-item>

Currently, it seems that the <actions> element inside a <menu-item> merely triggers a re-reading
of the <menu>'s <actions> element, where <menu> is the parent of <menu-item>. Is this true?

Any plans to complete this implementation anytime soon?
