hot-deploy or specialpurpose

For the moment we have any components in hot-deploy, what about https://issues.apache.org/jira/browse/OFBIZ-2267 ?

There should never be any OOTB components in hot-deploy. It is just an  
empty directory that is a placeholder for custom extensions that  
people want to use (either their own or from somewhere else outside of  
the main ofbiz project).
