Yes, the reasoning behind it is that it is there to convenience somebody.  As the context behind this video http://www.youtube.com/watch?v=pDhc_vm1ttY hints at (the preference regarding the food at a bbq). It all depends on the importance and impact of the survey designed. However, if and when changes are implemented on a survey response (outside of the survey parameters, e.g. By a survey manager or admin) these changes should be logged (ncluding by whom and when) for audit and accountability purposes.
