The problem I thought was in OFBIZ-10057 is easily reproducible w/ only the patch here. Simply log with
https://localhost:8443/catalog/control/login?USERNAME=admin&PASSWORD=ofbiz&JavaScriptEnabled=Y and then try to log again using the same URL (works w/o the patch) or even simply try w/
