Per recent user list discussion of Product Suppliers, which initially looked to have the same issue, is the Facility screen supposed to use the Party Roles to list the Parties that have a role of Facility? If so, maybe all that is missing is to add a Role of Facility, that has a parent type of Organization, to enable population of the Facility box. That would be consistent with how Product Suppliers work.
