Div is also referenced from inside owasp.properties:
https://www.owasp.org/index.php/XSS_Filter_Evasion_Cheat_Sheet#DIVSeems only "STYLE" is an issue.
So if you need to be careful you could base your policy on that. I wonder why OWASP did not, but they are like us: an open project with limited resources. So it's maybe just that.
