I think we have to decide on several points:
* what should be the default setting OOTB?
* what should be in PERMISSIVE_POLICY?
* how can we enhance this mechanism to allow better customization without changing the OFBiz standard code?
I'm going to test if using the permissive policy allows for a reasonable set of html and come back then.

> I do not see any reason to not allow class attributes in html code. There might be other problems with these rules but this is a showstopper.
