Thanks for your inputs [~jacques.le.roux] and Gil Portenseigne. It is making sense to me also to move the SecurityPermission, SecurityGroupPermission (and hence SecurityGroup) data to seed data files. However, let's discuss this thing on the dev mailing list to get other's opinion.
