There is one problem with your patch: it's not built against the trunk.
ControlFilter.java has changed recently with OFBIZ-10449. I had a look but I lack of time today. I'll certainly look later, in the meantime you may have a look at where your change in ControlFilter.java should be one.
Also since it's only set in ICalWorker::setupRequest we need to check that the workEffortId attribute exists before changing it.
