Changes that are done at r1647271 exist in Release 16 too, in my opinion, backporting it won't harm as there are no foreign keys defined at the database level as the database are different.

https://markmail.org/message/itdzyzfv7jwdr5jj] on dev ml and OFBIZ-9356, stats related entities foreign key relation has been removed by Jacopo at r#1647271 and new group org.apache.ofbiz.stats introduced for stats related entity. I found some remnant still left in stats entities.
