The whole approach is wrong. An external party (e.g. the customer via the ecommerce component) is NOT in any position to create a quote that legally binds the internal organisation. That is only permitted to the internal persons with the appropriate role(s). Therefore, the functionality to create quotes from the ecommerce component should be removed.
