Fixed: Convert DimensionServices.xml minilang to groovy

(OFBIZ-10948)

Now correctly creates the CurrencyDimension using currency.uomId
No need for delegator.setNextSeqId(), looking at (now removed)
DimensionServices.xml confused me.
