OFBiz_Source_Repository.txt is OK with me, but the missing links to plugins. Because you can't safely rely on pullAllPluginsSource when it comes to develop. You need to checkout the plugins inside the framework and change the branches accordingly, ie if you switch from framework trunk to R17, you need to do the same for plugins
