Tested and passed services createSimpleTextContentForProductConfigItem and updateSimpleTextContentForProductConfigItem using demo data and screen
https://localhost:8443/catalog/control/EditProductConfigItemContent?configItemId=SC00000.
I was able to create simple text content for a product configuration item and update.
There was an unrelated issue when updating the simple text content in that From and Through Dates were not displayed in the edit form. OFBIZ-12245 has been raised to address this.
